01 Capital Evaluation Framework

We have developed the capital evaluation framework to assist our clients with prioritising the capital program.

The framework comprises the following activities:

  • Project Go/No go
  • Project Justification
  • Consequence Evaluation of not undertaking the project
  • Financial Analysis
  • Cost Benefit Analysis
  • Project Ranking

The purpose of this framework is to:

  • Provide a robust process for the identification and prioritisation of capital projects.
  • Acknowledge the life cycle costs of a capital project with the view to incorporating the costs into future budgets.
  • Provide personnel with a tool that will be used to assist them in identifying capital projects that align with policy.
  • A life-cycle approach is undertaken to the costing of projects.
  • Benefits incorporated within the framework include the following:
    • Social
    • Environmental
    • Financial
    • Strategic
    • Revenue
  • The framework will consider both tangible and intangible benefits; and
  • A risk-based approach to project evaluation is applied.

02 Long Term Financial Forecasting

Through its significant experience in AM Plan development, Odysseus-imc offers a service to assist infrastructure owners to develop cash-flow projections for their infrastructure. This service results from the need for authorities to develop strategies that will demonstrate sustainability.

The Asset Management Plan incorporates long term financial expenditure forecasts nominally 20 years. The service we provide includes production of the financial forecast using our standard financial template, training in using the template, analysis of the final outcomes and documenting the relevant section of the asset management plan.

We will work with the client’s personnel to undertake sensitivity analysis of the forecasts to examine the effect of funding constraints on the organisation and assist the client to develop the case for presenting to Council/Board.

03 Risk Register Development

Odysseus-imc has developed tools that combine criticality for each asset group and then allow our clients to undertake risk assessments on their critical assets.

The outcomes of the risk assessments are then stored in the risk register. In calculating risk the client will review the risk before and after treatment with the objective of undertaking a simple cost benefit analysis.

We provide a facilitation role that assists the client to readily identify their risks and the actions to mitigate the risks. Many of our clients have benefitted from this process to quickly understand their infrastructure risks.

04 Enigma

Enigma is a sophisticated high level renewal tool that allows the user to review the impacts of funding on the networks overall condition. It provides the outcomes of future capital and maintenance requirements based on the selected level of funding over a 25-year period.

The model takes into consideration the deterioration of the assets over time and the level of capital funding to identify the impacts on the condition of the asset portfolio. The model uses the current spread of maintenance expenditure across the condition range to identify the future maintenance requirements over the 25 years as the asset portfolio condition changes.

The primary output is an understanding of the:

  • Impact of the future funding on the asset portfolio’s condition over time;
  • Comparison of the funding against the no investment option;
  • Lifecycle expenditure requirement over the 25-year timeframe;
  • Trends in changes in condition every 5 years; and
  • Comparison of the asset portfolio condition against desired key performance indicators.

Unlike other models, this model provides instantaneous results allowing the user to undertake sensitivity analysis in a short period of time before deciding on the final funding strategy.

05 Optimised decision making

Our optimised decision-making tool has been used successfully on major projects involving a review of treatment options. The software is a spreadsheet that uses sophisticated Net Present Value analysis involving the following inputs:

  • Operations costs
  • Maintenance costs
  • Risk costs
  • Treatment costs

The software takes into account life extension, timing of analysis and failure curves to optimise the treatment options.
